who knows what the pre-conditions will be ........ like Germany, Spain has a history of doing what it wants when it wants and in the case of Spain interpreting EU or outside legislation, how it wants. I simply thought it was an interesting snippet that in Spain the State is deemed to be above the law - something I was unaware of until now (despite one could be forgiven for making that interpretation anyway). I guess that when Spain accepts bail out monies and there are pre-conditions the State will decide whether to adhere to them or not......I am no politician or lawyer but I guess that constitutionally they can do whatever they want - its happened with EU project funding before so why not bailout Eurozone monies.
