from memory there is some fencing stuff that would be perfect in the garden center down the road on the way to the roman baths.
that green type metal covered in plastic fencing stuff for keeping dogs in.

You can buy plastic netting by the sheeting, probably in a Ferreterías . It is pretty rigid. If you wire that securely to the rails of the balcony I think that will provide safety.

I'd also think about any chairs or furniture you keep near or on the balcony in case children could move them and increase their height that way. We put high bolts on our patio doors so that youngsters can't open the doors, so you might want to look into that possibility. I wouldn't let young children on a balcony ever, unsupervised. All the best.

I would think the perspex options would be the best idea, bolted through the supports rather than screwd to them to give extra strength.

I have not bought cast acrylic sheets, (Perspex) for quite some time, but it used to be quite expensive in Spain.

thanks everyone
We have gone with replacing with glass and stainless supports in the end, more expensive but it should last a lifetime

we put a chain latch on our sliding door at about 7 feet, and we only open it when he's not looking, just to be extra safe. When we're out there together we watch him like a hawk. But we seldom are, as we've decided that the deck should not be an "interesting" place for him until he is old enough to understand safe use.

Simple solution to locking sliding doors/windows.
My granddaughter sleep walks. When they came on holiday, with the doors closed, I drilled a 1/8” hole, inclined a little downwards towards the outside, through one frame and then on through the other, right at the top. I then cut a piece of wire (metal coat hanger) long enough to go through the frames of both doors and formed a loop at one end to make it easy to withdraw. When inserted it prevents either door sliding. As the wire slopes downwards it not possible to ‘wiggle the doors’ to loosen it.
