A neighbour of mine used the Plan Pive earlier this year. I understand that to get the €2000 reduction some of the rules are as follows:-
It is to buy a NEW unregistered car priced under €25,000
Your old car must be over 10 years old
You need to have owned it for at least 2 years. ( If an imported car then it must have been on the Spanish register for 2 years)
As the old car is scrapped it does not need to be in running order so long as it is 'taxed'.
Apart from the red tape the scheme works very well. My neighbour had a 16 year old small Rover with RHD and he got a new car on the scheme. However when we were looking at different manufacturers there seemed to be some small print that was a little naughty!!! One that I remember was Citroen. They said that the only way we could buy a certain car was that we had to have their finance. Without that then they would not offer the scheme on any other car in their range. Maybe it was just this one garage but even so Citroen lost at least one sale and the Renault garage got a sale.
