Astra 2E launch delayed....again...

There have been further delays announced for the launch date of 2E.
Seems there are mixed reports as to why:
During testing, a problem on the first stage of the launch vehicle was revealed that prompted the launch delay as faulty equipment has to be replaced. The launcher and its payload remain in the safe configuration while repairs are being performed.
Or ?? Due to unfinished decontamination work at the crash site of the July 2 Proton failure.
The new TARGET date has been set to 30th September

The Return to Flight Mission of the Proton-M rocket has been delayed from its September 17 launch slot due to technical problems with the launch vehicle. Also, the Interfax news service reported that a launch delay was also requested by Kazakhstan due to unfinished decontamination work at the crash site of the July 2 Proton failure. A new launch date will be determined when repair work its complete; the current target is September 30, 2013. PH
