Our community is installing a pool fence and toilets in order to comply with law 23/1999. What majority is required to approve the plans?

our community passed it without a vote at the agm we have 4 presidents and they decided ito do. I knew about it was when it was up, no quotes have been seen, so be on your toes with this one. Most people like to make a little

As it appears to a legal requirement, I guess even if there was a vote against it, it would make no difference, unless the vote was to close the pool and fill it in !
I assume one might want a vote on which estimate to accept and perhaps which plan to approve.
