Property licence

We purchased our re sale property in Torrox in 2008 & there were no problems as all paperwork was in order. We have recently applied for a licence for some building work to be carried out but this has been refused as the town hall want to see the original licence for the property & we don't seem to have one!
I am waiting to hear from my lawyer as to why this was not picked up at the time of purchase - apparently the town hall say we can apply for the licence but it takes time & will cost money.
Does anyone know how long this takes & how much is the cost?? Thanks

How long is a bit of string, we have been waiting 8 years for our Habitation Certificate.
