Going back to the linked article, 10kw systems and below are exempt, so alright for a apartment or small house. In the UK we only have a 12kw system on a 3 bed house due to roof space and we generate 16kw per day in the summer, so a good reduction in costs. It says that if grid connected, surplus power must be given to the grid (in the UK we get a nice pay back), but there are ways to lessen the amount that is given back to the grid lower wattage (immersion heaters to keep hot water topped up) and batteries (but not sure how effective they are now, and they are almost as expensive as the panels). They work by storing/ using the power only when you are producing a surplus.
