President using a proxy at a board meeting.

we are a multilayer community with 3 levels of president.  The meetings of the top level board, level 2, are attended by the presidents of the lower level ( 2 ).  So can a level 2 president who is unable to attend give their proxy to someone else?   Our statutes have no mention of presidents being represented by a proxy holder.

Since any and all decisions taken at community meetings involve a vote, and since any president (whatever level) holds a vote according to his/her quota just the same as any other owner, I can't really see any reason in principal why she/he can't give their proxy to anyone of their choosing, just the same as any other owner can. The president may be the legal representative of the community for his/her term, but doesn't otherwise hold any particular special powers really. We don't have a "multilayer" community as you describe, but there have certainly been occasions when a president didn't attend an AGM that he himself had scheduled, and instead gave a proxy (to me, usually!)  

Unless explicitly forbidden by statutes and of course always through legal means of representation and about matters entrusted to the president, this can grant proxy to anyone
