Dissatisfaction with Spanish Lawyer

I am having trouble getting my lawyer to reply to my e-mails and phone calls.
I am taking action against a developer, the Court has issued notice to the developer to respond within 20 days which expired mid March. My lawyer states that she cannot get the Court to take action against the developer for not responding. what can I do? To date it has taken a total of 3 years.
Is there a regularity body in order that I may complain?
Am I able to take action against my lawyer if I feel I am not being properly represented?

But did the developer received the lawsuit? Was it possible for the Court to serve it to him? If so an dif he has not responded, Courts will be setting a date for a preliminary hearing soon.
