No tourist licence-help

Hi all,
Just need some advice please regarding a touristi Licence, have been asked to complete on our apartment but it has no touristi licence but has a first occupation licence.
Most definately says on all paper-work that this is a tourist apartment under Valencian Law, if I was to complete could this be a problem? is it actually legal without the Licence.
All help needed please.

You need the Touristic license before completing on the apartment.

Cannot understand why 10 people have already completed with no Licence in place, is this a wise thing to do?
