Although this would be possible in the future we would need to ask someone at the site if we could use their broadband/adsl connection to stream the video's to a hosted web site.
They might not allow this as streaming video is quite bandwidth intensive and because it would interfere with their own bandwidth. I suppose you could have it capture a few images or pictures every so often though.
It is possible to have a web cam which doesn't require a pc (basically a camera with a built in pc/network interface), however, it would still need to use a line out at the site to stream and store the footage.
Once people are resident there it will be much easier but until then I'm not sure. Perhaps if anyone's out that way soon they could ask. What we need is a PC, broadband connection and a web cam (with a long cable to reach the roof, or perhaps a wireless one). Who pays for it??? who knows? San Jose as a good will gesture perhaps ;-)
