We were over a couple of times last year and demanded Polaris turned on the water and electric prior to our visit.
Polaris duely obliged but i did pester them and had them confirm this to me via e-mail.
We still have snagging issues with Polaris which we will not let up on untill they sort them.
Just be persistant with them don't get angry after all if you have completed, you should have a habitation Certificate which requires water and electricity to be live.
We almost camped at the customer service office on site whilst we were there last to get an issue sorted.
