I sent a message to Maria L. de Castro, who is an independant lawyer and quite often posts on the general forum, about the community fees and if they can back date them. She has confirmed to me that fees are due from when you complete on your property.
I know this means extra money as I think the vast majority of us were hoping for a few free months before starting to pay. Reading the general articles of association this also mentions that the accounting year for Condado runs from 1st January to 31st December and that the fees will be collected at 6 monthly intervals in advance. Thus for the likes of ourselves who completed at the beginning of August last year could now be liable for 11 months worth of community fees. Hopefully this can be made in stage payments and they don't expect it in one lump sum as I fear this will have a negative impact on the community from the start and people will refuse to pay.
Personally I accept that these fees need paying so the community account does not get into the same debt as the likes of La Torre where the administrators keep coming back for top up payments of 500 & 700€ every now and then.
The people who don't pay need to be made accountable for non payment from the start, I notice in the rules it mentions about adding a 20% charge for non payment. I hope this is enforced straight away as there are alot of properties that were bought by investors hoping to make a quick buck, they won't pay the fees thats for sure and will just leave the property saddled with the debt. Will we end up having to pay a bigger share to cover this and keep the resort to a level we all expect.
We shall see what happens at the meeting!! It will no doubt be another eye opener.
