The amounts I quoted will be made up almost entirely of standing charges and IVA. We all pay this for the equipment regardless of volume of electricity or water used. We don't get to choose the supplier, so there's no shopping around like here in UK. As far as I'm aware, there is a choice of tarrif for electricity, but for domestic users, the one we are all on is the right one. Commercial premises with high usage could reduce costs with a different tarrif.
