The more I read of the approach of your administrator the more it smacks of one that rules the community rather than serves it as an employee.
The information contained in the database that they won't allow to be given to the Presidents is in fact community property.... consider a scenario whereby they were no longer employed ie sacked at an AGM, how would your community function if it could not contact owners, issue Direct Debits for Comm Fees, issue the necessary documents for AGM or EGM calls.
Your administrator has taken control of Condado, that is not one of his functions unless of course you are happy with that situation but it will make it very difficult to ever make changes if they remain totally and more worryingly soley in control.
Here at MCC we run ourselves, a small number of a large team have access to the database and have signed relevant data protection documents, without such access your committee are but puppets of the administrator.... very dangerous and I suspect therein lies the root of this current situation.
