Weak TV Signal

I've brought a cable box but when scanning can't pick up any channels as the signal strength is only 10%.

A2Z were here today to set up my internet which went well arriving around 12 and finishing just after 1pm. I asked the engineer who took a look and confirmed the scan settings were ok auto QAM etc. I've connected the tv to the cable box through a scart lead but the engineer advised using the RF loop out to the TV. I've bought a cable done that but as I suspected theat hasn't made any difference.

Does anyone know what can be done to resolve this?

Problem resolved, the symbol rate was wrong, I've changed it to 6900 as suggested by Phil Tan in a previous thread I've just found.
