This idea of wrist bands seems a little ridiculous, I understand the necessity of trying to get people to pay their community fees but this way is surely not the way. Who's going to police the pools checking who's wearing one and who's not? If you loose your band you can't get another to the following year, so does this mean you can't use the pools until the next year even though you are up to date with your community fees!? A very poorly thought out solution to an important problem.

The situation with people not paying their fees is serious but I can tell you for a fact that the wrist band system works very well, it is a proven solution and on other sites it has resulted in the collection of a lot of community fees at places like RODA and other Polaris Resorts
It also helps to stop people coming in from outside the resort to use your pools
It is a very low cost way to assist in the collectiion of fees, after all it is the people that pay that are subsidising the use of the facilities by the debtors
If somebody is renting out their property, maybe only to friends and family, if they are an owner it can often be just the embarrasment of being asked to leave the pool
The other that it helps with is people that invite multiple users in so typically you are allocated 6 bands per property
It is policed bt the mobile security patrol, normally at no extra and if you loose a band you simply pay a premium to replace the lost band

Regrettably at TDLT no more wrist bands will be issued if any are lost as per email by Resortalia, I have yet to come across any one using the pools who was not staying on the resort over the last three years.

Unfortunately we have had the experience of MANY people that are not even on our resort using the pools on Las Islas and have even had incidents where these people have stayed by the pool and sitting on peoples grass outside there apartments till 1am!!!!! Because of this problem, security have been checking up on who is entering the resort and where in the resort they are going. If they are found by the pools they have been thrown out, and as stated previously we suspect that any owners that are around the pool without wristbands would find it extremely embarrasing to be marched out of the pool by a security guard. I for one will be asking where is your wristband!! as I dont see why we are paying our community fees and they are not!! and everyone else we know around our pool will be making a joke of where is your wristband and doing the same!! and lets face it you only need to wear it when you are going to the pool !!

Hi,
The introduction of wrist bands on the other Polaris resorts works very well, it does stop people from the local villages coming in to use the pools.
The debt situation on Terrazas is very serious, the complex can not sustain the volume of debt that it has.
Resortalia has to find ways to reduce the debt that we have at the moment, you only have to attend the A.G.M on Dec 7th to realise something has to be done. taking people to court takes time & money which the rest of the people on the complex who are paying there community fees are paying for already. The debt will only escalate if something is not done.
Each block on the complex has it's own budget which allows you to carry out work that needs to be done on your block. If you have a lot of debt owed within your block then your block cannot have things done E.G painting of the block, stair rails, windows put into the openings by the lift for the safety of children falling though the openings.
All these ideas can be put into place if everyone in your block are paying their community fees.
The debt alone on the apartments that people have not completed on is very high within the complex. All this debt keeps building up each month, ideas have to be found to solve this situation if you want Terrazas to move forward & succeed.

This is a solution to prevent outsiders and non-payers and their guests using Terrazas pools, everyone knows it will not be 100% fool proof but it is a low cost effective method of policing and we should all support Resortalia's efforts.

Please find the details from the recent communication from Resortalia...
"The wristbands will be available for collection from Monday to Sunday starting Friday 2nd August at any time
in the security access control, and security personnel will be the ones who will deliver the units indicated to
each neighbour that is up to date in their fees as they request them.
The administrator will provide to Security a list for the delivery of wristbands, which will show the name of the
owners of the property and the plot number. This is why the owner will have to identify themselves to show
proof that they are the owners of the property. In the case of renters or visits, these will have to present an
authorization signed by the owner with a copy of the DNI, NIE or Passport."

Having only just completed on purchase, how do we get signed up for community to agree/understand when fees are paid. Also how can we ensure we are allowed into complex if we as yet haven't signed up. Thanks Davey

Resortalia should have your email address as part of the apartment handover process, but i'll dig out the current payment schedule and let you know. Security will let you in the resort if you confirm which apartment you have bought and show them some id.

In a recent communication they said they will actually be on site in Terrazas during July. See extract below
"May we inform you that as it has been done during the past years, from the 1st July 2013 until 31st August 2013 Resortalia will be available for the owners in Terrazas de la Torre on Monday, Wednesday and Friday from 10:00am to 12:00pm. It will be a pleasure for us to attend you at Restaurante Coppola´s in order to sorted any question or incident you might have related to the Community of Terrazas de la Torre. "

Would it not be better for security to stop those that have not paid at the security gates. I realise that some may have not paid fees because of issue with the bank etc. So giving those the benefit of the doubt they get 2 days from the date of arrival to resolve their banking issues then they get prevented from entering the site.

molyned, I agree with your proposal but think there may be a problem enforcing it as it may be in breach of the Horizontal Property Act, but I am sure others more knowledgeable than me can clarify.
However, as far as I am aware one of the principal reasons for introducing the wrist bands was to control the number of persons using the pools per apartment so that everyone in a block can use their own pool. There are instances on the complex where people live in their apartments permanently and they are having regular visitors and it is not unusual for 20+ persons from that apartment to be using the pool, thus making it difficult for other residents of that block to use the facility, and as more apartments get sold the problem will only exacerbated.
Wrist bands have been used on other resorts and have proven to be a rerasonably priced solution to control the use of the pools. I think we should see how they work this year and if people still have strong objections to them after this year they should raise them at the AGM at the end of the year and put it to a democratic vote.

My understanding of Spanish law is that debtors "cannot be denied access to elements that are necessary to habitability,security or accessability", so as KJL says debtors cannot be stopped at the entrance and denied access to their apartments. In any case visitors can enter the resort to visit friends, play golf or drink in Coppolas, however they should not be entitled to make use of the pools that are maintained out of community fees.

Polaris world did state when selling that owners had full use of facilities on all resorts. this was a big selling point from them and if you visit a different resort you could use pools. having been out a number of times i would assume there is not over crowing at the pools in Terrazas.

It always seems strange to me ,why would you want to travel to another resort to use a pool when you probably have one close to you on whatever resort you are on. The problem we have had is local people who do not own a property coming on to the resort to use our pools.

It seems to be working well, security asked 2 people to leave our pool at 165 for having no bands and they argued but left to an apartment not to return to this pool so guess they are debtors Regular checks happening, I support it fully
