Quite often the information posted in forums is either incomplete or incorrect, in this case both apply. The CEE was introduced to be effective as of 2007, this means that new build with license granted in or after 2007 should have the obligation to provide this certificate in the so called "libro de edificio" which is a comprehensive and mandatory compilation of all documents regarding the building or development. Therefore the properties on CDA never had the CEE done, in case of offering a property for sale or long term rent you need to provide this prior to marketing the place. Failing can be fined up to 6000 euros for each the owner and the agent. To avoid that just pop in our office on CDA, we will be happy to explain and inform.
