Leak from ceiling - any advise?

Hi all, we bought our property on Phase Two, from new.  We have had a damp wall in the front room following rain and a corroded Inspection plate in the roof of the shower room.  A few weeks ago a guest, our brother in law, a plumber, could hear dripping after a rain storm.  He traced it to the space above the Inspection plate.  He found a 4 inch pipe that did not appear to be connected to anything and could see the water dripping in from the drain on the roof.

Has anyone suffered any similar problems??

Is this covered by the Builders conditions??

Can anyone recommend a tradesman to sort the problem, if not covered??

Any advise or help will be appreciated.  We do not live in the Apartment and was not planning another visit this year, although our caretakers ahve a key for entry.
