Roberto i checked and the community have knocked peoples water off the president is english so perhaps he did it the old fashioned way and flushed the buggers out
The good news is it worked for all the good payers and the propertys have been sold and the community has been paid what its owed

I know it also happens in aparthotels where all (ie Electricity & water) is included in monthly service charge and the administrtaors have control over the taps/switches and I also know it is extremely effective and people cough up outstanding monies very quickly!!!!!! Obviously it's not something administrtaion can do if they do not contract directly with electic/water company etc.
But I did read minutes of an AGM recently whereby it had been voted to ban non-payers and their tenants from all facilities. The President of this vast (hotel like) community is a Spanish lawyer and the move surprised me but I guess it's designed to be confrontational.

Maybe, as you say, in a complex where utilities are provided by the community rather than contracted individually, this is possible - but I am fairly certain that it is otherwise illegal, since the community has no jusrisdiction over installations contracted between a utility company and an individual. Perhaps Maria can give us her professional opinion?
Having said that, it's unlikely that a debtor is going to try taking legal action against the community when they are themselves breaking the law by not paying their dues.

I think the move is more designed to flush them out!
I once tried to get Endea to disconnent to force a tenant to leave. Endesa came and then refused becuase woman and baby on property. I then started battle with Endesa. In the meantime tenant did not like crossfire and left. This was where Electric contract was still in name of owner so I had every right to cut off services and refuse to permit re-connection. There were other issues involved such as tenant had no right to be in property and only had a forged lease etc.
It would have been an interesting battle had it gone the distance because I made endesa aware this was also a criminal matter and involved the police as owner had not granted lease etc.
As always I win but it was a pyrrhic victory but I was not going to spend 2-3 years tied up in legal wranglings.

Electric is a different matter - I think water is considered a basic human right (at least on this continent).
Why squatters and debtors and criminals in general have any human "rights" still defies me, but that's definitely another topic for another thread.......

One other very good idea the administrators had was to offer a discount if you paid your fees upfront 70% of owners did this and received a 10% reduction
It is wonderful to have an indoor pool ,gym and 24 hr security but these things cost and when things get tight they have to be shut down to save money ,last year we stayed in marbella for 17 days our place was rented out again and it was lastminute we stayed further down the coast near estepona this place had a gym but it was in a shocking state it was downright dangerous cables frayed etc
I remember it had a list of debtors which was attached to the inside of the lift needless to say it disappeared half way through our stay
I wonder if you could change the external locks and reissue keys only to paying owners
I have just looked at our community accounts and we had 140000 in and spent 94000 so we are ok but we have about 40000 owed by non payers one prat owes 5000 euros
