If you read the comments given by over 1100 victims of the Spanish propertyscandal on the link to the 'gopetition'
page below, it will provide you with more than enough evidence that change is required.
Withholding EU funding to Spain would be an excellent start and might
focus their minds on arranging refunds and compensation for those
swindled.

I am a retiree as are many of those swindled.
My personal loss stands at in excess of 100,000.00 Euros and even
though a judge has ordered Banco Pastor to re-imburse me they have
completely ignored him.
Spain will boast of all the laws it has in place to protect the
consumers but in truth they are useless, toothless laws which are easily
brushed under the carpet at the sight of a brown envelopes.
Spain and I suspect many others are just not fit to be in the EU.
As seen with the recent cucumber debacle, Spain is at the front of the
queue to get compensation itself from the EU, but when it comes to
paying out to those their government has failed to protect it just will
not pay up!
It is a huge problem and urgently requires investigation.Good Luck to
you all.
Yours sincerely, and as long winded as ever,
Sandra X XXXXXXX
P.S. Do you think that notice of property releted seminars and such
like could be sent out earlier? Many of us would have liked to come to
Brussels for the meeting but short notice prevented us organising it.
