I'm trying to find out if procedure has changed in overseas consulates such that NIE will be issued in 5 days
But this change will put a spanner in the works

It would appear Spanish Consulates have not been advised of any change in procedure and they are still saying 1 -3 months.
I had a long chat with a very helpful member of staff who like me can't keep up with all the changing laws/procedures. I sent her an email and she called me back to discuss - that's not the Spanish way!
I have a couple in the system at the moment so I'll soon find out if Madrid are playing ball as regards the promised 5 days!

I don't know about any change in the law getting an NIE number, but you could try www.belegal they are lawyers in Marbella and advertise this service.

Having discussed the matter with the police in Madrid they say the 5 days only starts when they receive the application from the overseas consulates and the problem is that consulates are taking up to 1 month or more to forward on the applications. Of course we don't know if that statement is true or just a good excuse.
Once again we see the implementation of Spanish law being a complete joke with one party blaming the other and yet the Spanish governement persists in its effort to entice foreigners to Spain.

I have now discussed this matter with the Spanish consulate in London and Dublin.
London advised that due to severe government cutbacks they are now only allowed to send diplomatic dispatches twice a month.
Dublin advised they use ordinary mail and try to post as soon as.
Dublin consulate is always very helpful and understanding of the problems we face on a daily basis but their hands are tied.
We had a system that worked in that we were able to apply under POA and the NIE was being issued in 1 day and then the law changes - why?

the Spanish police for around 17 years.
I have almost no idea why they do
anything that they do !!!!

You appear to know much about the Spanish system.
So, I wonder do you mind if I ask whether you work in Spain & if so in what capacity ?
