Do tenants have a right to attend meetings of Community Owners (but not vote or speak) & to receive a copy of the minuets?

No they do not unless the owner of a property nominates them to attend

An owner can nominate anyone, tenant or friend as a proxy to attend an AGM in their place. But no the tenant themselves have no rights to attend without a proxy.
