CERTIFICADO DE RETENCIONES

My ex boss, who owes me unpaid wages is now refusing to give me my Certificado de Retenciones which I need to give to my accountant to pay my last years La Renta. Does anyone know whom I can contact about this.

Your employer is obliged to give you that certificate. It makes no difference to him as he has already declared it, he would have done it in January this year, so if he is giving you problems he either didn't declare you as a worker or he is just being stupid. If you are sure you were being "declared" it is a document that has no relevance on what he owes you, the tax he would still have to pay it and if he didn't he would have a debt with social security and would be facing a fine. Either way I would be very clear with him that if he doesn't give it to you to clearly explain why he won't and warn him that if he doesn't present the document you will go to the legal department of CC.OO (comissiones obreras) they will assist you in getting your outstanding salary and documents.
what a fool he is , he is obliged by law to give it to you so there is no escaping it.
