New Spanish Law..postmen don't have to deliver?

I put this as a comment on Maria's blog and then found this thread - must have been started when I was off on my hols as this is my biggest headache at the moment!
I am in Orihuela Costa and we have 220 on our urbanisation which has been fully established for over two years. Correos at Playa Flamenca won't deliver the mail to our communal boxes because they have not been asked by the president or the administrator! I am on the committee but they would not accept my request. When we asked the administrator to ask them to deliver, the administrator came up with lots of problems - I had to draw a map of where the boxes were and a diagram of what they looked like!! All 220 boxes - it took me ages!! Then the administrator said that Correos wouldn't deliver to our boxes because one of the individual doors is broken - for one house out of 220.
We are now waiting for a repair or a quote for new boxes altogether. Correos tells me that the postman saves up my mail and only gives it to their office every few weeks so it can be a month before I get my mail. I don't know who is most at fault - the administrator or Correos?

I just moved to Alcalali, Alicante and the postman is rude and this is what happened.
- Asked him I would like a postbox for a new property that I am renting. He sent me to interbuzon to buy one.
- After buying it for 80 Euros very expensive for cheap box. I asked him if I should put it on the house or at the nearest local postboxes. He obviously said at the local one as he is lazy to walk 10 metres to my house.
- If then found out our postman was previously the owning family of Alcalali and treats all foreigners with rude comments even if you speak some spanish.
- I put the postbox in local area next to other boxes and he left note in it telling me what I was doing was illegal and remove it.
- So end up 80 euros down and now pay 60 euros to let our letting agent use there address and go collect 5k away.

When I had a disagreement with my postman, he was not being what I thought was reasonable, I spoke to his boss, who arranged for a meeting in his office. I explained to the boss in front of the postman what the problem was. The postman more or less apologised and since then he has been fine. If the post person’s boss does not know there is a problem then he/she cannot put it right.
