water - fine from Galassa

We have a property in Vera Costa Almeria. We bought it in 2002 and are still on an unmetered water supply. We have tried many times to have meters installed.The water company had an unpaid bill for the whole of the urbanisation for the water the builders used and so would not let us have meters. There is also a problem with the first occupancy licence for our small community but the council have now promised this.
The water company has now decided that we have been comitting fraud by having the water without paying for it and has fined each house 3000 euros no matter how long they have been there. Does anyone have any advice regarding this. Most lawyers and our administrator say just to pay but it seems so unfair

Hi Morerosado,
The urbanisation is called Cabuzana and is mostly big individual villas but we have a small community of 10 bungalows within the community called Las Flores. The urbanisation does not have a community set up yet.

are the only ones I can find so not yours in Almeria. Nothing on Cabuzana. Sorry.
