you would not complete a purchase in UK without the Local Council confriming that it had been built to UK building regulations...so why do anything different in Spain!!!
No HL.... pay no more money and after all it is 2008 and builders want to get their money as quickly as possible so they will get the HL as quickly as they can
Good lawyers will advise you ......................but you do not ' as far as I am aware ' have a legal ownership without a HL,,,,,
and if you were getting a mortgage the bank would not give you the money without one......[ except perhaps if you took the builders mtge!]....whats good for the banks is good or you
That does not mean that everything is not OK on your development.....just that the formalities are not complete
One other thing.....just do a little search on EOS and you will find that some buyers who have completed without a HL in the past .....are still having problems
