Importance of Legal Counsel's location

Is it better to engage a lawyer in the state in which you mean to bring action or is there no difference in how the law is interpreted from State to State? (Not sure what they call it in Spain but in the US we would call Murcia, Almeria , etc., states and so cases are judged on Federal and State law). Thanks.

We have got National and Regional Parliaments.
Jurisdiction is National . There are no regional judges.
Every lawyer can act eveywhere in Spain, it needs to have good knowledge of all the legislation applicable to the case ( both National, Regional and Local)
