If your washing machine seems to spin reasonably fast but the washing comes out wet - check that pump is not clogged with a coin, hairgrips etc. there should be a bit that comes out at the front albeit it may be behind a click off front panel and that the water drain is not blocked. These are the normal too reasons for damp washing with correct spin speed.
As for the cooker hood, I think mine is recirculate, I will check when I go down to the apartment.
Cooker hoods are vented out or recirculate, they often come with a fitting kit for both, I have just installed a new one in the UK.
You will see the hood has a grill on each side of the chimney, switch it on fast extract and feel the air from the side grills or hold a piece of paper near the grill it should blow away if its a recirculate install. If its a vented there will be NO airflow from the holes.
I installed carbon filters on mine in the UK as most hoods do not come with the internal filters. The carbon filters go inside the hood attached to the side of the blower.
They all usualy have the washable metal grills that are on the bottom on the hood. These clip out for washing.
