I agree with you that lack of information and updates is very frustrating. I know they are in the process of taking on a new Administrator to replace Felix who stood down at the AGM. The rest of the committee wished to continue and were voted in to stay. As we all know, it's a very difficult situation and I do appreciate the work that the committee and various residents put in to try to keep things going out there.
My own view is that we should do all we can to keep electricity and water supplies going - regardless of what is legal or not in this situation. It seems to be a very real threat that supplies will be cut off later this month which will make the properties virtually uninhabitable. I know some of the flats have been without supplies for several days at a time already, although I believe that some of them were able to use fridge/freezer space in other houses and could access water from a nearby tap so they were just about able to manage. (Forgive me if this isn't true but it's just what I've been told). This wouldn't be an option if supplies to the whole site were cut.
I have family and friends due to stay in my holiday home there over the next few months so I am starting to make contingency plans with them, i.e. renting elsewhere, should supplies be cut off. I know people have their own reasons for not paying the amounts being asked, such as legal advice, it's unfair, San Jose should be paying, etc. etc. but at the end of the day it is a situation that potentially we have control over. The amounts being requested have been worked out to provide the necessary funds and are probably no more than we will be paying when we have our own meters and let's not forget that we've had free electricity and water for five years in some cases. Of course it's not a totally fair situation, but that would be far too difficult to administer at this stage.
On a brighter note, although we've heard it all before, it does seem as though the work on the infrastructure should start soon. I'll paste the contents of an email I had from a resident there about the AGM and hopefully the minutes will be on the Blogspot before too long.

The meeting went well. In brief - Alumudena from San Jose was there, she explained they have the money and have just signed two contracts for the work to start within 15 days!! There is one more contract to sign which will be done this week. So here's hoping.
Many questions were asked and answered, will all be in the minutes. Bo is still President and Fransico Vice, Felix is not standing anymore so we will be looking to employ a legal Administrator in the next few weeks. There will be 5 committee members for the apartments, Paul, Mike, Gino, Steve Killigan and Alex Aspden. Moss for M8, Shanna and Ron for M13, still have to find reps for M5, M16 and M18.
Our main concern is still the electricity bill for August, we as a community will be responsible for our own electric and water and if we do not have enough money paid to SJ Administrators it could be cut off. Alumudena said it is a case of if they continue to pay our bills they will not have enough money to finish the infrastructure, so it is down to us! PLEASE MAKE YOUR PAYMENTS. AGREED TO KEEP THE SAME FOR THE TIME BEING - 70/40 AND 20 FOR COMMUNITY FEES.
The Administrator from the village will be typing the minutes so not sure when they will be available, will let you know.
