Chelmsford its difficult to gauge to what extent RPM where not undertaking their work properly. It was offered that they did not have the experience to care for such a large urbanisation as Condado, but I think It was inevitable on such a large site, pretty much in its infantancy and with on going development that problems would arise.
The current presidents seem to be doing a good job and are currently trying to improve the flow of information to the community so as to give a better understanding of current and future events.
Rpm didn't do their cause any favours when holding 'community' meetings in Spanish. This led to a rush to appoint Spanish owners, who could obviously comprehend the proceedings, to quite elevated positions within the presidential community.
No doubt someone will correct me if I'm wrong but I reckon that the majority of residents be they German, Dutch, Spanish, Asian or indeed English have a more than adequate grasp of the English language. Making English the most understood language on Condado, So I only hope that in future the management company will conduct its meeting in that language and this would enable a more representive cross section elected to those same positions.
