You will have to contact Iberdrola and pay outstanding debt then complete a new contract, set up new direct debit then they will re fit your meter.
I am aware of at least two others who had this problem and after sorting debts and new contracts they had to wait nearly two weeks to get re connected. Iberdrola do not give express service to people who have defalted for whatever reason. (they do take meter away pretty quick though)

Listen to message when you ring dont press any numbers eventually a human will answer if you are really lucky they will be able to speak English!
