The following deductions have been made- Commissions/Fees PeticionsCert No Residencia 29.50 euros.Non Residence Authorisation Charge 6.82 euros. Both deducted twice. If you are a foreigner who is non-resident in Spain you need to have this before you can set up a bank account. It has to be re-applied for every two years I think. It's the charge per person for certficados de no residencia and the Bank’s administrative charge to automate this for you. . If you are a foreigner who is non-resident in Spain you need to have this before you can set up a bank account. It has to be re-applied for every two years I think. It was introduced to counter money laundering.
