Can someone please confirm that being registered on the Padron no longer gives any entitlement to a discount for the various taxes payable to Ayuntamiento de Fuengirola.
I have my statement for 2013 and the only discount given is the 'prompt payment' discount which has been reduced.

My understanding which is based on what I read here is that the payments are now in 2 parts. If you are registered on the Padron you will only be liable for the 1st payment. Can anyone confirm that this is the case?

I assume you are referring specifically to the second instalment of the Environmental Waste Management charge - subject of the recent letter we had to collect from the Town Hall?
I was also interested to know if the subsidy (Subvencion Empadronado) - which was worth 30% in 2011 and 2012 - has definitely been withdrawn and that I am not simply a victim of a bureaucratic error? By process of elimination, it would appear so as this subsidy is no longer applied to the chargeable amount for 2013.

Disappointed about the lack of response re Subvencion Empadronado from users. However, here is an extract from Funegirola Monthly which explains the position should anyone be interested:
CARMEN MALO, the local councillor for taxes, reminded residents who are on the local ‘padron’ (census) that they still have time to benefit from help to pay their Property Tax (IBI).
This is thanks to a newly approved set of grants worth 30 per cent of the tax amount, and which replace the former tax subventions, which were annulled by the Supreme Court following a case put forward by the Socialist party in 2004. She explained that the new grants establish a first payment period for 70 per cent of the total IBI, and residents who are on the ‘padron’ will receive a receipt for the remaining 30 per cent. Residents who are on the ‘padron’ and fulfil a set of requirements to receive the grants will not have to pay the second amount.
The councillor said that for residents who are on the ‘padron’, the period for the first IBI payment is until September 20.

If it's any help. I am NOT on the padron and only have one payment taken each year regarding IBI, garage etc. I asked the bank if there will now be a second payment, they said no.

If you compare the figures charged to last year's Jen you will see that there is only a very slight increase, in other words you have not paid the extra 30% ....yet...! The second instalment of 30% approx will be collected in December from my reading of the notice but if you are registered on the Padron and all payments to the Town hall are up to date then the second instalment will not be collected at all and so you will be enjoying the customary discount. This is my reading of the current policy.

I agree with Gericomm99's interpretation - however, the current 70% of my bill is already more than my total bill for last year which was what caused my original confusion.
Westport, could it be that your bank assumes that you are rgistered on the padrón? I presume most Spaniards and long term (foreign) residents are registered?

No, they know I am not resident and not on the padron. My IBI this year is € 80 lower so maybe there will be another payment later in the year for everyone.

Yes, it appears the deductions was removed in 2013 but at the same time the tax rate was changed. I´m non resident but registred on padron
Here is my result on IBI.
2012 IBI was 357,38 minus discount 111,10 equals 246,28
2013 IBI 264,69 and no discount.
So the actual net IBI was increased by 7,5% but Valor catastral was unchanged.

Regarding payment Townhall I was very annoyed, because I am not on the Padron and always pay the full amount minus the discount of 5%. Now it seems, I have only paid 70% so I will have to pay another 30%, which will be to late for the discount of 5%. I decided to wait and see what happens next year. Because I was one time in line for 40 minutes and don't want to wait any longer. They should have given us the choice, are you resident or no resident, so we could answer and pay the correct amount?

My own IBI bill to date is very similar to Wilander's - except my averaged increase was 1.08%. The environmental waste charge is the main culprit because it has increased by 1.1% based on a payment of 70% of the liability to date.
If the balance of 30% of the IBI is not payable at all, then I suppose an increase of over 1% over 2012 is not too onerous.

Just to let you know there has been a second lot of charges from the council regarding IBI etc. I have just had another € 101.21 / € 22.80 / € 9.82 taken out. I presume it is IBI / refuge / garage in that order. In previous years it has always been just the one charge in the Summer.

in Fuengirola I just want to inform you.
This office is now to be found in the same building as the turist information
across the street from Merca Centro on Av Jesus Santos Rein.

We have paid the Townhall today for the 30% for 2013. We went in November and they said we could not pay.
We got a letter this week in our mailbox that we did not pay the remaining 30% last year??
So we went and told them we could not pay in November, she said, it's a mess because of the new system.
But yet I had to pay the full amount, so not 5% discount because of to late payment, stupid I think....
Today we gave our permission to take it from our bank in the future, I guess you receive a discount of 5%??

And not raised?
Because now the Townhall takes the money from our bank, but without the description of the Valor Catastral.
We need to pay la Renta this year in November...

There was a modest increase in the council tax for 2014 of little over 1%. Most of the increase was due to the increased cost of the basura element (rubbish collection) following the change of contractor in 2013.
My own bank provides detailed information on each direct debit - IBI, vehicular access etc. but the Town Hall sends out the actual invoices so there should be some evidence of what the respective payments are.

When its a bit higher I will have to go to the Townhall for the exact amounts, because we need the Valor Catastral for la Renta form 210.
I think they should send us a paper with the amounts, now they only take money from our bank without telling anything.
