I don't use any of the car hire firms mentioned so not defending/supporting any of them.
I suspect the problem might be as much your credit card company as the car hire firm. Your Credit Card company will make a currency transaction charge for both the initial payment and the refund. The costs seems to be about 2.5% on each transaction & a lot of card companies do make that sort of charge. Exchange rates have also been moving around on the £/Euro recently so that could also account for the difference in amount rec'd, plus the banks (credit card companies) always apply a spread between the buy & sell rates on currency.
The car hire firm I use only take payment for a full tank of fuel & then refund that if returned full. On our last trip I made a profit as exchange rates had moved in my favour, albeit only small.
