What existing maintenance? Last time i was there, the roads and pavements up to DV where in appalling condition?

Our cars are not doing the damage, its the lorrys, cranes and the builders that are making a mess of the roads.

It is the lorrys etc that do cause the most damage and that is one of the reasons the validity of the macro community was challenged ...if you look back at the notes on this there is an issue with the monies deposited by the developers with the town hall to make good the infrastructure seem to have gone missing!!!  I wouldn't like to hazard a quess where that has gone but I am sure our new major might be able to locate it.

Does anyone know if it will be transparent as to who is expected to pay  into this i.e which developments/developers, private residences and local businesses? Is this a fair and equitable arrangement? Are these monies going into an escrow account until the courts have deliberated on the legality of this entity or until responsibility is passed to the Ayuntamiento? Presumably this is only a temporary arrangement and if funds are found to have been misappropriated in the past (for example if they have not been ring fenced for this area) will they ever be recouped so that contributors can be recompensed accordingly?

All details I gather, including those developments included, can be seen on this El Hacho link. Because the mayor herself is President and she has chosen the management team I am hoping everything will be transparent.

Just noticed a posting on that site (dated September 22nd 2007)  that makes reference to 5 million euros being returned to the developers (monies intended for repair to infrastructure)....... does anyone know if this is true?

Just spoken with Nicky from the new management team and the upshot is that new team are taking over the running and accounts from the old El Hacho management team.Needless to say we can alll see what a mess the port and area is at the moment and the accounts are in a similar condition.

The plan is that the town hall will take on the responsibilities of El Hacho in 2009 , as reported, but until then work needs doing and work needs paying for by the urbanisation. So eveybody is being asked to pay once only their contribution, but here is the GOOD news, as RyF have paid ours upto the start of this year we in DV are not going to asked for any outstanding monies. 

The question about deposited monies at the town hall is one that is still being investigated.

The lawsuit is still continuing , however, as it is felt necessary to legally wind up El Hacho and cannot be resurrected in the future.

No Jan!! Why would they seek reimbursement from the community when they were supposed to have made provision for repairs to infrastructure from the outset (as part of the conditions of build)?

This is a copy (english part) of email I received today with minutes of the recent El Hacho meeting on 24th May:  (I have cut and pasted, so apologise for format!)  (Have also posted this on the DV website.)
    

EL HACHO & PUERTO COMMUNITY MEETING.   24/5/08
For those owners of property in the above communities who were unable to attend the above meeting the key points are detailed below.



1   The Entidad which was formed to impose taxes specifically on El Hacho and Puerto will cease to exist at the end of 2009. In the meantime a Committee has been formed of The Mayoress Antonia Muñoz, Carmen Quintano and Nicky Conway-Hann to control the expenditure and to prioritise tasks in the communities. It should be emphasised that none of these persons are receiving any financial payments associated with this work.

Over 400 owners contributed to a fighting fund to oppose this Entidad as it was felt that it had been formed illegally as the owners were not asked for their consent, was targeted at our communities and not elsewhere, was without time-limit or without control over the size of the taxes it could impose.

2   The Mayoress has agreed to cancel the Entidad and to take its responsibilities and liabilities into the Manilva Council.

3   Since taking over the Committee have reduced the workforce from 9 to 4 full-time employees. This has reduced the staff costs by two-thirds. The following are no longer employed

    a.   General Manager         Jesus Rodriguez

    b    Administrator              Victor Martinez

    c    3 labourers

4 The Mayoress is providing additional workers, employed by Manilva Council to assist in specific tasks free of charge. This assistance also covers tools, machinery and other necessary basic items. These tasks are agreed by the Committee and the work is overseen by them. The tasks cover electrical, plumbing, gardening, sewerage, road cleaning and repair, and general maintenance.

5    It should be noted that the income of the Entidad in 2007 was 197,500 euros and costs were 285,582 euros.  In the same period staff costs were 226,297 euros.

MAINTENANCE ACTIVITIES TO DATE
TASKS COMPLETED OR IN PROGRESS

1       The electrical system in the Puerto has been upgraded with the installation of over 3000 meters of new cable installed and all boxes checked to improve safety and reliability of supply

2       A new and more powerful sewage pump has been installed as the old unit was totally inadequate for the work.

3       3 underground waste disposal units have been ordered to replace the unsightly bins in the carparks in the Puerto and one more by Brisas 1.

4       The broken road grill in front of Mykonos has been replaced and the road strengthened.

5       All manholes have been cleaned and damaged covers are being replaced.

6       The workmans equipment store has been repaired and painted.

7       Trees are being pruned and general gardening is being undertaken to a plan.

8       The round brick flowerbed at the bottom of the central stairs to the Puerto which had been damaged by the roots of the palm tree has been repaired and painted.

9       All stairs and corridors in the Puerto are being cleaned with high pressure hoses.

10    Road cleaning has commenced in El Hacho and the Puerto using Manilva Councils roadsweepers.



FUTURE ACTIONS

1       Quotations are being requested to repair all broken steps in the Puerto.

2       The tunnel under the A7 and the arch leading directly into the Puerto will be repainted.

3       Parking in Mykonos, for the months of July & August will be until 3.00am.

4       Parking around the golf course is being reviewed with the cooperation of the Police, including painting yellow lines and improvements are being made to the pavement areas that are potentially dangerous.

5       300m of the upper roads of El Hacho will be asphalted at the cost of the developers.

Personally, I think this is great!  Work is actually being carried out now to clean up and get the Port and surrounding areas (including the roads up to DV!) into shape.  Good news!

Wondered when this would happen, good news for all, the port could do with a good clean up,  was concerned that the state of the port would put people off coming to Duquesa, didn't put us off as we love it, but looking at the port it really does need a good clean up.

I did notice last time I  was there that the trees around the edge of the water in the harbour were being gived a trim and that the blocks were being painted.

That sounds really good. We are new to the Village and all the formalities.
Not being one who wishes to pay out money ! but does the statement on el hacho and the body set up being disbanded mean that no charges are due. 
Being new we have paid nothing apart from our charges to AEA. I have not been notified of additional amounts but do not want a debt  !

Have just arrived back from Duquesa and yes I noticed that there was alean up in progress in the port and trees and plants are being pruned. Also the entrance to Duquesa village is well under way , security was much more in evidence and it all should make a good entrance when finished.

As has already been mentioned. Great news that some things are finally being done, but bit surprised that only 300m of road are beingasphalted.

I'm sure there is/are a lot more than 300 metres which need doing. 
So, who will be doing that, and when, and as important - who will pay.   Hopefully, since DV is nearing completion, all the roads will finally be completed?
