From my solicitor today:-
There is a delay on the approval of the licence that needs to be issued by the Townhall of Murcia due to the authorities demanding a modification of the project presented by your developers. They are requesting the developers to have it modified including more green areas and that is what is causing the delay with the licences. This requirement from the Townhall means that your developers do estimate that they will not be able to start working on the foundations until January 2007 and completion will be initially postponed to September- December of year 2.007. Your developers will be sending you a letter informing you of this delay shortly. You have anticipated their letter.
Regarding the bank guarantee, it will expire 30th June of year 2.007. A new one can just be ordered after this one has expired. A bank guarantee is especially relevant to have it in place when construction hasn´t even started. Once materials and work is invested in the site, the risk decreases, and especially if the dwelling is built or almost built. Therefore, I would suggest to wait and see how things do progress since we do not know how far the building will be at the time of expiration of the bank guarantee.
Like you I won't purchase off plan again either.
Certainly won't be looking at tiles yet either.
