Two things:-
1. Direct Debits are not a bad thing, because I believe the law in Spain allows a reversal done by the bank if too much or money is taken at the wrong time. I know of several reversals done when needed (ideally you need to this within 14 days, so its worth checking every 10 days). You could make it clear that the DD is only to be made for amount xxx on the following yyy dates.
If we agree at the AGM that penalties are applied for late payers then DD is useful for the honest people, so they don't forget and become liable to additional costs. In my other community we raised fees by 20% and discount by 20% for ontime payments, we eradicated late payments using this method.
2. AEA in my meeting with them and Gerarado told me they chasing the non payers by using due legal process as follows ......... writing to them with a warning, posting a notice on the staircase of each block with a debtor list and instigating legal process. This unfortunately takes time, however the debtors will ultimately pay with penalties, costs or will lose their property. Horizontal Law has the teeth to do this but it can take time.
