Keymare seem to have given a very carefree answer to your dilemma .. unfortunately. If you filled in the mandates authorising the suppliers (which I know are Portillo Electric and Codeur Water on Phase I) to debit your bank account accordingly then (assuming KM or your solicitor have forwarded these on to the respective companies), the utilities should have been switched on. Both supplies were switched on the day b4 completion for us.
