I need to notify of a change to my passport.

I now have replaced my British passport with an Irish passport. Therefore I am now classified as a European Citizen. I can now get a reduction in my annual non resident tax from 24% to 19%. Do I just notify Agenia Tributaria of the change?

Are you sure? The 210 is dependent on where your tax residency is, not what passport you hold. If you are a UK resident and rent your property then the income you receive is 24% and not 19% which a EU tax resident would pay. 

If you don't rent you'd need to contact the Agencia Tributaria to see if it is the country of tax residency that counts or your passport. As you pay rental tax at 24% for the periods the property is rented, because you pay tax to the UK HMRC, I can't see how they would only charge 19%, which EU tax residents pay, for the period it is not rented.

However, any changes such as name changes, name changes on marriage, change of nationality, address etc should be notified by using the change of circumstance form which is here Change of circumstance

This is done at the foreign office in the province your property is in and should be done within one month of the change and all supporting documents showing the change are to accompany it at your appointment.

Edited to add: This is Spain and nothing is as easy as you might think it would be and is it worth it all to save about 40 euro a year? (or, at most, a euro a week)

Many thanks for taking the time to reply. I understand your point that I am still a UK resident, even though I am an EU citizen. On that basis I won't bother to follow this up. As you say, for the sake of a few Euros it's not worth the hastle.
