I have a copy of only one bill from Gestagua so far Max, (03/09) and the info on it states Blq: 1 A 10, Esc: 1 while under Facturacion it states Bloque 1 only all the way down.

Thanks for that. My bill dates 22/12/1009 (fecha de emisión) so it's not conclusive yet, but it suggests that Irene could have a point. Although I thought that block 1 was connected to phase II as well before the separation.

Oh, but my water meter is functioning correct. It doesn´t show however how much goes to phase I, that´s only on the bill. Around 70% of my bill refers to phase I, the rest is for phase II.
I´m sure the committee knows why this is the case.

To be more precise; my bill of course is from Gestaqua (our new provider). However part of the bill is called SNTO. INTEGRAL (ACOSOL S.A. long number) which is our old provider and these costs are also on the Gestaqua bill.
The amounts for phase I are on both parts of this bill. Still nobody on the committee who can shed some light on this deal?

Looking at a friend's water bill dated Nov. 2008 in Fuengirola I see the same entries for SNTO. INTEGRAL (ACOSOL, S.A. A296584160) that are shown on our bills except that Bloque 1 is charged at 18 cubic metres in his case as opposed to 2 cubic metres in our case.
However I see an entry under the heading ALCANTARILLADO (Sewage?) in my bill that is not shown on his! Does this mean we are paying Gestagua for Sewage as well as Water?

I solved part of the mystery of our bills. The address on the invoice mentions a blq 1 and a Esc (2 in our case) and the bill itself is split in bloque 1 and 2. There it indeed means phase 1 and bloque 2.
These bloques have nothing to do with your location but are different price categories. The first x m3 is billed at the bloque 1 tariff, the next consumption up to a limit at bloque 2 tariff (higher) and there seem to exist even more price categories but we never used that much water. So it has nothing to do with phase II. Part of our consumption exceeded the maximum of the lowest price category hence the blocque 2 specification.
Next problem is the Gestaqua vs Acosol specification. The bill is from Gestaqua, the water itself is billed by them. However the pipes are Acosol property so they (under the heading SNTO. INTEGRAL (ACOSOL, S.A. A296584160)) charge for the usage of the infrastructure. That is partly a fixed amount related to the diameter of your pipes and partly based on consumption. Apparently their pipes have more wear and tear if more water goes through it :)
They also have bloque tariffs, but with different limits to confuse things further.
That explains everything on our bill, but it took a lot of time to find this out.
Now your additional problem: ALCANTARILLADO which is indeed sewage. We don´t get billed for that but it´s true that at least part of the sewage system is property of Acosol so I assume that it´s under the Acosol heading on your bill. My wild guess would be that block 1 (your block, not the tariff) is still connected to Acosol´s sewage system and ours is not. This is just a guess. Maybe we just never flush our toilet :)
It´s a most confusing subject and I regret it that the committee didn´t put in the effort to research and explain this. It is very difficult for us as individuals to start arguing at Gestaqua´s office about Acosol bill´s if we don´t know what the underlying agreement is. They refer to agreements with our community which we are not aware of. All we ever heard in one of David´s letters was that Gestaqua would buy the water from Acosol. Nothing about these complex arrangements.
I hope I explained this well and you will get an answer on the sewage question.

I was charged 16.73€ + IVA for ALCANTARILLADA (SEWAGE) in my water bill from Gestagua for the 3 months to March 2009 and as I haven't yet got copies of more recent bills I don't know if this charge has been repeated in later bills though I expect that it has. From what you say I take it that this charge does not appear on your bill... therefore I wonder how many of the neighbours are being charged for Sewage on their water bills and if indeed the charge is justified and correct??
I was under the impression that we were paying a charge for Sewage to the Ayuntamiento of Fuengirola - is this not the case?

My enquiries with Gestagua about the water bill and the item heading Alcantarillada (Sewage) on the bill elicited the information that
(a) this is a legitimate charge - a yearly tax in actual fact
(b) it is charged in 2 instalments each applied to the first and second quarterly bills of the year respectively Therefore the 3rd and 4th quarterly bills for water each year will probably be less than the first 2 quarterly bills because of this fact - always assuming that consumption is similar each quarter of course.

Can we access our bills online, or will they give us backdated copies if we went into Gestaqua. I have no bills at at all, so if I went into Gestaqua I have nothing to bring into them, not even an account number.

Indeed - how do we approach this issue without ever having received a bill for our water supply? Is there anyone out there who knows how I can go about gettiing a (first) bill from Gestagua ( and also from the electricity supplier)?

The last time I looked at the Gestagua website there was no facility to register and access bills online.
However the information desk of the local office in Los Boliches (Fuengirola) is very helpful and will give you a print out of your water bills on request. You will need to bring ID documentation with you together with your account reference. This you will get on the details slip which your Spanish Bank provides in relation to your direct debit payments.
The Endesa website (for electricity) has an online facility for accessing your bills but you must register on the site and input certain details etc. to set up user account and password. This procedure is a little tricky because of the Spanish but once done you can access and print out your bills.

Hi Westport,
I will try to document the procedure and will upload screenshots of the website to help. However there are 2 essential pieces of information required to register on the Endesa website namely :
1. Your contract reference number (11/12 digits I think)
2. The number of your most recent bill. ( this is unique to each bill)
The info for item 1 can be gleaned from either the original contract copy if you have it, or from your Spanish bank slips.
Unfortunately the info for item 2 can only be found on your last bill as far as I know and of course without this information it is impossible to register. I encountered this problem when I tried to register initially and I tried to use a number from my original contract a copy of which I had in fact received in my letterbox. However while this didn't work, I was able to enter into correspondence about the problem by email and with the help of "Google Translate" to deal with the Spanish, I managed to get Endesa to input the required information on my behalf and after that was done I was able to access my bills online.

Screen 1: Click on "Alta en la Oficina Online"
Screen 2: Click on " Alta Oficina Online >"
Screen 3: Click on "Acceptar>"
Screen 4: Choose Sevillana" under Empresa, input contract reference and bill number (ultima factura), then fill in Surname, First and second name, choose pasaporte for tipo de documento, put in passport number, contact telephone number and Email, and choose a User name & password (Clave), tick the box to accept the legal terms (los terminos legales) and finally click on "Acceptar" - you are now well on your way to getting registered. After this step a message saying the data has been accepted or something like that should appear and you may also get a confirmation email.....

If your solicitor or whoever initially signed you up for the Endesa contract cannot supply the contract details then you can still get the reference number of your contract from the Bank where the direct debit for the electricity bill is presented. Many of the Spanish banks have an online service but they also provide details of transactions on printed slips which are available from them either by post or by calling in.
I think it will be impossible to make progress without the contract reference at least.
