sorry if this has been asked before but could somebody please tell me what "comision tramitacion certificado residencia" is

 

i take it it is some sort of comission for being a non-resident, but is this a one off yearly charge? or monthly? or for everytime i used the bank to pay something?

Hi,

It's a bi yearly charge.  By law if you have  non-resident you need to have a certificate confirming this, the bank apply for them on your behalf but change you ( €17.43 in the case of CAM )
