When San Jose first entered into administrations, one of their first attempts of raising money was to license the properties at El Pinet in order to force residents to pay the final amount.
In order to obtain Licenses the Council have to sign off the urbanisation, in order to sign off the urbanisation it has to be finished, in order to finish the urbanisation San Jose need money... and so it goes.
