Can anyone tell me if you have to submit an annual tax return if you have paid your non-res tax and you do not rent your apartment?

I think the tax you are referring to is the 'non-residents tax', the 'wealth tax' was abolished a couple of years ago.

No other tax return is required if there's no income involved. 

We pay a tax to the local authority in Alhama and a non residents tax (if you are non resident) Through the electricity company the govt are inspecting electricity output in an effort to identify when owners are renting properties and do not pay tax on their income. I dont think Murcia are into this in a big way yet but other parts of the country have had taxation bills sent out and I suppose Murcia will follow.  As 1098 states the 'wealth tax' has been abolished.
