I really an unable to comment on apparent misuse of wristbands, keys etc. to use pools but as has been pointed out, any proof would be required to take action, and realistic proof should, I would hope result in action and expect that your President would not ignore it.
Yes issuing keys may well have not been the best approach, wristbands can and are monitored by Security or extra patrols, which can pay for themselves.
As to taking Roda to task over their debts, I can only reiterate that both the Entidad Board and many Communities have commenced legal proceedings to recover large amounts of debts, sadly we are in the hands of a notoriously slow, overburdened and possibly inefficient legal system and as you would expect, the developer will try everything to delay the action until the economy improves and they can sell more properties, when debts are in fact paid.
Not acceptable, I know but as we keep being reminded, this is Spain and banks are reluctant to repossess assets worth 50% of their original value, especially if there are significant mortgages attached.
