I understand the first meeting of the community will be set up by the developer and at that meeting those present will vote on the committee members and president, and then they will "run" the site. I am not sure the committee has jurisdiction over things like owners bringing their dogs on site, that would seem to me to be outside the jurisdiction of the commitee / president who as I understand it can stipulate rules of behaviour, but unlikely it has the jurisdiction to ban dogs.
It is important that those who care sufficiently about the rules and how the site is run - and whether we have pool rules or community SKY TV etc, attend the meeting, though most community rules are the same across sites - its not a law making committee, and has little powers of enforcement anyway. Take a look round some sites and see the public notices posted in blocks of flats aimed at shaming those who have not paid their fees for months or years and you realise how slow these things work at.
We are after all owners, not tennants and so have property rights as well as community obligations.
