New surcharge on Ibedrola electricity bills

Does anyone understand what the extra (in my case what amounts to 17%) on my electricity bill is for? It doesn't explain how it's calculated or why it's been added. How can they charge me for electricity I haven't used? Thanks

Sounds like you may have more than 10kw potencia, but you're still on the TUR. If so, they charge you an extra 20%. If this is the case you need to move onto a contract. If not, then you'd need to post more detail. They were charging extra each month last year following the court case against the government which made them freeze the price, but this stopped in November, and wasn't' 17%. As far as I know, those are the two main reasons for recent surcharges.
