How can the Spanish tax daylight is this legal.

Obviously like many countries if you are getting an income froms Something like Solar Panels In Spain, there could be a tax to pay. BUT. The cost of installing & maintenence of the solar panels needs to be ofset against the income you would make. Therefore as Spain has a wonderful supply of Free sunlight, Householders would feel annoyed if the government taxed this wonderful free power & the householder had fitted the solar panels at his cost.
Surly if the Spanish Government supplied the Solar Panels and paid all the costs of running the system then any Taxes paid would be accepted by the user. These Solar Panels have meters to record the collection and usage of the power collected by the wonderful free sunlight. This type of power needs sunlight therefore the Spanish Authorities should have a legal way of using the free sunlight, to make life easier for the millions of Spanish residents. Yet they allow Utility Companies control the price of power needed to make life a joy in Spain.
The greed of crooks and fraudulant companies in Spain seem to be incouraged. The curuption goes on uncontrolled. Spains need to wake up and control this body of evil crooks..
