What is non residency certify charge?

I have already been charged about sixty euros from my sol bank a couple of months ago and now have been charged again with Banco popular for an account I have not used for 2 years.

Why are we non residents getting these high charges for doing nothing? 

I shall be visiting them in a few days to see if I can get it refunded.

If you have a non-resident account with a bank, then by law you need to have a 'certificate of non residency' which the bank applies for on your behalf.  So even if you haven't used the account they will charge you the admin fee for them to get the cert.  The only way to avoid it is to close the unused account.
