2) More or less true. There will be at least 1500 apartments build between phase III and El Higureon, but the development plan shows a green area in front of phase III. Also don´t forget that the whole are including Don Juan has a special designation by the town hall. It´s meant to be the high end area of Fuengirola with strict requirements about the architecture, limitations on height of blocks, high minimal requirements for green areas in between, price differentation of apartments so for a few relatively cheap one bed you have to offer an expensive villa as well, etc.
The chances that your view will be spoiled are very slim.
3) a: yes, b: I doubt it, but didn´t check recently.
4) the new development plan for the whole of Fuengirola still has to be approved by the Andalucian government and until that moment is not open to the public. However I have discussed it with the town hall architect and seen the drawings. Everything is in place to build the golf course. There is no hard date to finish it. It will depend on the market and on the moment the large promoter will start building the 1500 apartments. The co-financing between Benalmadena, Fuengirola and some private parties has to completely sorted although the major agreements are in place.

As a very general remark: if you´re looking for a short term investment don´t do it. If you like the place and want to commit to it for at least five years it will be a good investment. Remember the old rule: location, location and location.
Fuengirola wants to take a piece of the Marbella, Benalmadena harbour action and the city is very small. There is just one location available to do this and that´s why in the older (officially the current) development plan these strict requirements are made.
Developments in the middle of nowhere between Marbella and Fuengirola didn´t turn out to florish as they lack a city with all facilities and the infrastructure. At the other side of Fuengirola are Benalmadena which could use a huge reconstruction, but they can´t because of existing properties. Torremolinos is full if you want to stay close to the sea. After that there is a lack of real cities to build on as a center for high class developments and the large river ends the available area until you reach Malaga.
The eastern part (I still think it´s the northern, but anyway) above Malaga didn´t develop as was hoped whatever the real estate agents are telling you.
You can buy in Bulgary for 50.000 Euros and stumble upon the same frauds who ruined the Costa and sold hot air. They have been kicked out and now sell British furniture package there with real estate agents telling that what now is a four hour drive through a dirt track will soon be a short train drive thanks to the brand new airport and high speed rail way, but both of them are unknown to the Bulgarian government. So the ´repeat the trick somewhere else´ approach will probably be succesful for the same guys who got rich here, but they will leave the same duped customers.
So to summarize in the end location and existing infrastructure will determine prices in the long run. You can´t make a new European Florida without existing infrastructure. It took the costa del sol 30 years to be what it´s now. A highly developed modern area with high speed trains to the whole of Spain and beyond and a huge airport.
End of advertisement. And for the few people who think that I must be profiting from posting these things: it´s the other way around. We sell apartments in phase II and phase I, but thanks to our stubborn attitude against the developer we are not allowed to sell in phase III.
